How can users to create, view, and share reports only in the Workplace Service Delivery scope

Without the report_admin role, users cannot create, view, and share reports in the Workplace Service Delivery.  The report_admin role is allowing all reports to be seen by the users that work only in the Workplace Service Deliver scope.  These users do not have the itil role because it is not needed to fulfil WTASK tickets.  There is a custom role which allows the team to see only their reports.  But the custom role does not allow the team to create and share reports without having the report_admin role.

 Essentially, to create a report, you need both the ability to use the reporting tools (report_admin or admin) and access to the data you want to visualize (often through the itil role).  Short and crisp answer.
