How to Show the Submit Button on New record

Hi All,

I want to show "Submit" button on hardware asset form when creating new record.
below img I am not be able to see the submit button when creating a new record, how to visible this submit button on form.

In my personal PDI I don't have 'Asset' role then also I am able to submit the New record.
any reason behind this

but it will not be shown when creating a new record
