Did you ask them to clear instance cache using cache.do and then logout and login again?

A. Try it Incognito Browser/Private browser ,
If still error persists
B. Validate if any restrictions is set in the List Control settings
- Navigate to the REST Message list view.
- Right-click the list header and select Configure > List Control.
- Ensure the Omit new button checkbox is unchecked.
- Verify that the New roles field does not contain roles that the affected administrators lack.
If all good,
C. Verify ACLs (Access Control Lists):
Admins need create access on the REST Message table (sys_rest_message) and the HTTP Methods table (sys_rest_message_fn).
