Http Header new is not getting visible for a set of people

For some user who have "Admin" Role is not able to see the "New" in the Http Request for Rest Message of the OutBound .

I checked using Access Analyzer. I currently have most of the roles that the other user does not have.

did you check list control on that embedded list?
