Http Header new is not getting visible for a set of people

For some user who have "Admin" Role is not able to see the "New" in the Http Request for Rest Message of the OutBound .

Checked the ACL . I was able to earlier to create new http reader in rest message. Recently this issue popped up.

Following  OOB create acl allows us to insert rest message header (table :sys_rest_message_headers )parameter.

 

Check user is having web_service_admin role or not.If user has this role, they can add headers param
