@Sandeep Rajput - Thanks for your help. But i think i found solution for it. we have specified some topic details' HR service will not be able to select under 'Case creation configuration'

@IAmIshan Please check if the topic category you were initially trying to associate your HR Service with is active or not also check if that Topic category has an active and associated Topic Detail.

@Sandeep Rajput - I have validated it, associated Topic category and Topic Detail are Active.
one more thing HR service is not populating while creating new case however same HR service populating when i am trying to transfer case.
