On-Call Scheduling triggering workflow on priority change

We have recently started using On-Call scheduling to manage our High and Critical Incidents and tasks. We have a trigger rule that works to auto assign for all groups (assignment group is dynamic oncall groups) using the Oncall Assign workflow. However we run into an issue with incidents that are created at a lower priority and then changed to a high or critical. Is there a way to create a trigger that will call the oncall assign workflow for priority changes for all groups? Or do triggers need to be created for each group to accomplish?
