Pause Generating RITM Unless Approvals are approved in Request

Hi,
I have issue, so in the OOB, when request is created, One RITM is also created simultaneously .
In my case i have list of approvals in Request, I want to create the RITM, once all the approval in the request is approved.
Now to pause the OOB feature.

That is not a valid use case. The reason is that in a catalog item definition, both the Request (REQ) and Request Item (RITM) are generated automatically, one after the other. Even though they are related, they serve different purposes, and this behavior is out-of-the-box by design in ServiceNow.

I’m having some difficulty understanding this requirement and would appreciate a bit more clarification. Could you please help explain the intended objective and the business justification behind it?
From my understanding, in simple terms, the Service Catalog is typically used to place requests that go through approval and then proceed to fulfillment.
In this case, however, the flow seems to be limited to order → approval, without any fulfillment step. Given that, I’m trying to understand the need for using the Service Catalog here. Could you please elaborate on the rationale?

REQ and RITM gets created in fraction of seconds.
My thoughts
-> Keep OOB creation and control execution after approval
Do you want multiple REQ approval for all the catalog item?
OOTB the Workflow on REQ handles this.
