Hi Travis,

Please take a look at this ServiceNow documentation Service Catalog Variable Sets .

The Question Sets are shown from All > Service Catalog > Catalog Variables > Variable Sets.

Note: Please check the roles required to manage it.

I found that question sets are actually Catalog Variable Sets.
