request do not allow to submitting to all users

There is a service request where client want  request do not allow to submitting to all users 

what can be done here ?

If I understand correctly, There are some catalog that you don't want all users to submit.

In this case you should add user criteria to the catalog Item to make sure it is available only to users who can submit it.

Apply user criteria to items and categories (servicenow.com)

Please create a user criteria based on client requirement and map it to "Available for" OR "not Available for" to catalog form. This will hide the form to the user are met with the condition defined on user Criteria.
