Required help on configuring with twilio

HI Team,
At present in our instance we have twilio integration which was enabled for calling and sending sms for major incident ticket, the same functionality that is calling and sms should be enable for P2 ticket as well on the incident module. We have created the another workflow and assign the notify phone number but while calling functionality it was picking the voice message of p1 workflow.so immediately we have raised the hi portal ticket and that support engineer help us that it cannot be done if you have another phone number you can tag to the 2nd workflow .
Block—As per the engineer without 2nd phone number the requirement cannot be fulfilled
Provided the below comments by hi portal team:
“As discussed As per existing design each number will be assigned to a number group and Number groups allow you to control which workflows run when using the phone numbers in each number group.
As you have two different Workflows it needs to be configured two numbers”
can anyone help us with this requirement?
