Search bar on Customer Portal missing on home page and browse services page

I have a user who is missing the Search Bar on Customer Portal homepage

But when I impersonate the user, I see the search bar

This is happening in using various browsers (Chrome, Chrome Incognito, MS-Edge, etc.)

We have had some success with this issue after Chrome browser users have cleared their browsing data (ctrl+shift+del) making sure they selected Time range: All time in the advanced tab as shown below:

if the user tries using chrome browser in 'incognito" and the search bar is visible then I recommend the user clear browsing data as explained above.

I would be curious what you find.
