Two Change Request records that just spin when you try to load them

I have two Change records of: CHG0909928 and CHG0909958 that I can see in list view.  I try to load them in the form, and it just spins and spins.

 

How can I begin to diagnose the issue?

No easy way, try cache.do or try to repair teh change plugin
