Unable to view the filters to edit when clicked on 'edit report' or 'view report' ui actions.

As a user who has all the report related roles (report_admin, report_alias_admin, report_global, report_group, report_publisher, report_scheduler, report_user, report_viewer) when clicked on the 'Edit Report' or 'View Report' Ui actions on any of the reports unable to view the report in editable mode. Receiving the below error:
Verified all the task related ACLs, user has all the required roles that are needed to edit the report. But still unable to edit the report. Tried debugging the security rules, but no luck it shows all irrelevant ACLs are failing.
The users are able to modify the filters and save the report from the landing page of report but not when clicked on view or edit report ui actions which is kind of weird.
