View Assessment button in Change Record

Hi all

 

I am able to see the "View Assessment" button in the Change Record in SOW under the Record Information Tile but only in the New state. Once the state transitions, the view assessment button is not available, it disappears. Does anyone know where can I make change to the button to make it appear in all states?
