Your screenshot was showing as manual creation. If the issue is due to AD sync with ServiceNow, check the payload and make sure attributes are available in expected format.
Issue you mentioned is due to below BR. Work with your AD team to make sure country codes are Valid ISO 3166-1 alpha-2 two-letter format and this data is available in 'core_country' table in ServiceNow,
