cannot claim my voucher

I think you are using your personal Id or you have transferred your voucher from your company address to your personal id. In these cases, you need to pay the amount.

no i m using  my personal id, and didnt transfer it to other id.

For personal id, you need to pay the amount, Voucher and course are not free for 2022 October onwards.
