How do I configure a container to look like other sidebar tabs?

I feel silly having to ask this question, but I'm stuck on configuring the container that holds the Collaborate heading and button iconic components in a sidebar tab like in the image below. This image was taken from Service Operations Workspace's sidebar, but all of the components are hidden so I can't look at them for an example.
I have a custom page collection that I'm using in a custom workspace. My page collection has two pages, both use a repeater and card container to display read-only data. However, I would like to add a refresh button icon to allow the user to refresh the page on demand. I'm stuck on what type of container/layout I should use that will allow me to put the header on the left and the button iconic on the right and have it fit in the right sidebar.
I've tried various containers, flex box, grid, 2 column, but no matter what I use the button is always lower than the heading or disappears completely. How should I configure the container and two components (header and button) within it so it behaves like other sidebar headings and buttons?
