Is there a way to copy the Service Operations Workspace to an entirely new Workspace?

You cannot copy or clone a workspace. Our recommendation is to use the default workspaces we ship and make variants of existing pages if you need to customize. You can also use page variants to show different versions of pages to different audiences.

Is there any plans in the ServiceNow backlog to provide this option, or something that would solution the same challenge?

If it's not to copy an entire workspace, is it possible to export/import the landing page to another workspace?  I know I can create a copy/variant within the SOW, but I want to use that landing page in an entirely new workspace.

You can create a template from the (macroponent) page and then create it within the new workspace, that's the best option I think for now.
