Restricting the selection of a custom theme in User Preferences menu

I created a new theme with different colors than the standard default and dark themes.  I can easily select this new theme in my user preferences menu.

Question:  How do I make the selection of this new theme, only available to certain users?  I don't want to make it available to everyone in the instance.  Thanks.

Can I ask how you are able to show the custom theme as a User Theme preference? I have created a new Theme using Theme Builder but the only choices in user preferences is Default or Dark. If I apply the custom theme, the Theme preferences icon disappears
