Some fields not shown until a form is saved on workspace

Hi all, 

I was wondering if there is a way to show all fields before the form is saved on SAM workspace?

Currently as OOTB, lets say, the general tab is not shown when creating an entitlement.

Once the form is saved, the other tabs such as general and financial are shown.

However, because I have some mandatory fields on the generals tab I would like to show the fields in the beginning when the form is created. 

Is there a method to accomplish this?

Can you check on your ui policies and client scripts? They are probably hiding the fields until either some other fields are filled, or the record isn't new anymore.

I updated the solution, I changed this setting through client script under the entitlement table!
