Removing dependency on PSGs to allow assignments to be dynamic based on Group CI for VRM rules

Hello,

I would like help in designing classification and assignment rules for VRM with the best practices based on what ServiceNow recommends and is scalable. 

Essentially, ensure that the VRM process can scale to additional or modified PSG, Primary Support Groups without having to run the Reclassify Discovered Item jobs manually and is also repeatable for any changes made to CI classes to be included. Currently We are planning to scale to roll out VRM to all workstations with R7 installed on them. How would I achieve this without reliance on static PSGs?
