Assignment rules stuck in queued

Hello,

I am trying to apply my custom assignment rules on my PDI but all background jobs are just stuck in queued state and are never processed. I tried to trigger assignment rule via background script and it worked. So the assignment rules should be OK. Any idea where can be a problem?
