When configuring goals and targets in Strategic Planning Workspace, the progress of sub-goals and targets will roll up to their parent goal. But often, there are use cases where these sub-goals and targets should not count equally when rolling up. For these cases, ServiceNow has a weighting system, so that some goals and targets will impact the progress of the parent more than others.

Here are the steps to enable weighting of goals and targets, and an explaination of how the weighting works.

Steps to configure weighting

1.  As system administrator you must set the weighted_average_enabled system property to true

2. This will add a field called "Impact on Parent" to all goals and targets

3. The values of Impact on Parent go from 0 to 5. This will determine the relative weight of that sub-goal or target as compared to the other sub-goals and targets rolling up to a specific parent goal. If a sub-goal or target has an impact on parent of zero, its progress will not have any impact on the parent goal.

4. The equation of how the Impact on Parent and progress on sub-goals and targets is as follows: The sum of the impact on parent multiplied by the progress of all sub-goals and targets, divided by the sum of the impact on parent of all sub-goals and targets.

NOTE: The order of operation is first: multiply the impact on parent by the progress for all sub-goals and targets, second: add all of those values, third: sum the impact on parent of all sub-goals and targets, and fourth divided the second value by the fourth value.

Here is a diagram that shows an example of this (Weight = Impact on Parent):

You can use the attached spreadhseet to calculate how modifying the impact on parent could impact the parent goal progress, so that you can properly wieght your sub-goals and targets.
