Once an idea is approved it will become a Demand with state Draft
- Draft: In this state who approved the idea can also add the demand manager. At this point the demand manager should also be able to fill other info such as: Cost / Resource / Benefit Plans, Impact, T-shirt size.
- Submitted: The state is reached by the demand manager clicking the Submit Button. Once is submitted the demand is ready to calculate all the metrics used to assess them. Some metrics are scripted (value, size and cost) others needs stakeholders for assessment (risk, strategic align.). For more info check this article
3. Screening: During the screening all the scripted metrics are calculated. Stakeholders can assess the not scripted ones. For more info about assessments check this article
4. Qualified: The screening phase move automatically to qualified when all the stakeholders finish to fill their assessments or after a specific time period. The Demand Manager can decide to manually move to the qualified phase directly from the Submitted state
5. Approved: A demand can be approved by
a. The demand manager clicking on the demand button "approve"
b. The stakeholders approvers (this is not implemented OOB, to implement it have a look on this article).
c. The portfolio manager (preferred choice) can approve the demands from the portfolio workbench clicking on confirm (this is the default action as com.snc.project.portfolio_workbench.confirm_to_create_project = false. If "true" clicking confirm button the portfolio manager will create the projects for all the selected demands in his portfolio and not only approve them)
6. Deferred: Demand Manager can also decide to defer the Screening
7. Completed: The demand will be marked as completed when the related project is completed
8. Reset to draft: Until the project is created the Demand Manager can always reset to draft
9. New Project: Can be created by:
a. The Demand Manager from the Demand Form / Workbench clicking on Create a New Project
b. The Portfolio manager from the Portfolio Workbench clicking confirm if com.snc.project.portfolio_workbench.confirm_to_create_project=true

We are governing in the screening stage as well as sending out the assessment surveys. Leadership wants to manually qualify demands. What is causing the state to move from Screening to Qualified automatically after the assessments are completed? Is there any reason not to do this?

What might be causing the state from "Screening" to "Qualified" is a script include called - "DemandUtil" there is a function within called "QualifyDemandIfAssessmentNotRequired".
it is called in a business rule called - "Create OnDemand Assessment". That business rule is what ultimately sets the state to "qualified".
There are different options to deactivate it.
the simplest way is to just change the active to false.
If you have activated Teamspaces and other teams are using this feature, but one team is not. You can clone the "Create OnDemand Assessment" business rule. Deactivate the original and set the clone copy's condition in the "when to run" tab to "task type is not {the demand table you want to skip}" and that should keep the out of the box functionality and skiping the demand table you wish.
