For example you create a portfolio plan using Organization Lens and select Department : Finance as the portfolio entity. You don't see any goal listed in the Goals tab of your portfolio plan, however you have a goal in your instance which you would want to show up here for finance department.
Open the goal you wish to display within your portfolio plan from lists (sn_gf_goal.list) and select the Assigned Entity Type as Department and Assigned Entity as Finance. Also make sure the start and end date of the goal is populated.
Now you can see that goal within the portfolio plan. If you create goals using the New goal button in Goals module within the portfolio plan, those goals will automatically show up as the Assigned Entity Type and Assigned Entity field will be populated and it should match the portfolio plan entity values.
Incase the portfolio plan is created on Goals lens , all the goals show up irrespective of Assigned entity being populated.
