Occasionally, Resource Managers will notice that they have Users who are over their Capacity in Allocated Hours yet still have availability. This is entirely possible in the system since Over-Allocation does not roll over to the next day.

Consider that a user has a 40 hours of Capacity in a week. 8 hours per day.

Day of WeekCapacityAllocated HoursAvailability
Monday8150
Tuesday8110
Wednesday890
Thursday835
Friday835

While the user is Over-Allocated for the week (41 hours) they have Availability on Thursday and Friday because they have 3 hours Allocated out of 8. They, therefore, have 5 hours of availability on both days and 10 for the week.

Hope that helps!

To add to @noah.drew@servicenow explanation,  this behaviour is planned to be addressed in Orlando release.

In Orlando release, overallocation will be denoted by negative hours.

Hope this helps!
