Capacity planning not showing correct existing allocations in strategic planning workspace

Is there a way to see all allocations against a group in the capacity planning tab of the strategic planning workspace?

 

I'm noticing that the work included in the 'Estimate Outside Portfolio' is only factored into a group's capacity if it is a planning item in the prioritized state.  So if resource assignments are being made against projects or demands whose corresponding planning item hasn't been prioritized, they won't be taken into account in the SPW's capacity planning in 'Estimate Outside Portfolio'.  Also, if resource assignments have been made against tasks which do not have corresponding planning items, a capacity planner can't see and account for those either.

 

Is there a configuration I'm missing that allows a capacity planner to see all allocations in the capacity planning tab?

With this, plus the fact that resource assignments against any non-planning item (like a catalog task, incident) won't show up in capacity planning - how can we recommend using the capacity planning tab?  The resource aggregate tables still hold all of the correct capacity information, why not use those?  Why this whole jumping through hoops around what is/isn't a planning item and what state it's in?  Other parts of the platform have the correct data.

This is very frustrating.  Clients love the idea of the embedded capacity planning tool in SPW, but I have to warn them they can only use it a very specific way otherwise the data won't be correct.

 

Please tell me there is a solution (besides customization or heavy configuration) I'm missing?

 

Edit: I have some kind of solution and would like to share it.  In my PDI, I mapped all other items I might have resource assignments against (like catalog tasks, incident) to one of the custom planning item tables in the strategic planning internal integration.  This might be part of the solution but I have a few kinks to work out, however, I was able to get resource assignments against catalog tasks to show up under 'estimate outside portfolio' in the capacity planning tab.
