Change default selection layout on planning page to Grid

Is there any way to stop enforcing the default to All the Planning page layout?

Our users want to retain the choice they've made for their user sessions across projects, or if that's not an option change the default to Grid instead of All

I've followed those exact same steps for both a specific user and system, the user preference seems to have no effect for the system entry and when I impersonate a user that has the user preference set it nothing changes.

I've checked to see if we haven't implemented anything that would bypass the user preference as near as I can tell. (can't really ask the admin since I am the admin)

Could the user preference be reliant on a property or other setting?

I would suggest to raise a support ticket. I am not sure what is causing the issue in your instance but support should be able to perform root cause analysis.
