How timesheet access is given to users in a org

when user is onbaorded? 

how role is added to the user to provide access to the user

if there around 7000 users who require timesheet access to submit time how it would be managed

your question will be different than any other company, these processes are usually not universal but rather tailored to requirements and needs of each one of them.

How to access timesheet, there's timecard_user role:

How to manage it, it will strongly depend on a company's overall maintenance, their HR processes and many other dependencies.

Many companies use external tools for timesheeting and not ServiceNow for example...

usually when new sys_user is created we give timecard_user role so that they can access timesheet portal

you can bulk assign those users with this role
