Rate Model based on User Type Attribute for Planned Cost

Hi,

 

I'm trying to create a Rate Model based on the Employee Type Attribute. This attribute is out of box and I validated all the mappings for this field are in place. 

 

The company has 2 averaged rates that they would like to use for planning labor and its based on the employee type: Internal vs External. 

 

When creating the rate model (Employee Type) and adding Rate Lines, there is no criteria/field to set the Employee Type at the rate line level. 

 

What I am missing or how can I make it work please?
