SPM in Dev Instance

How can I turn on the SPM in the dev instance so I can further try and assess if my use case will work in SPM

If you can't find under plugins in instance, try to find it on https://developer.servicenow.com/ under Activate Plugin section.

If the plugin is not in the list, does it mean it's a paid plugin?

No, some plugins are available in PDI and some are not.
