SPM Office of 1 Single Person: Can it work on the Classic PPM and a Jira Integration?

I'm an SPM Office of a single person and we just stood up classic SPM (aka, "PPM"...but we have not yet stood up the new SPM Project Workspace and the SPM Resource Workspace). The current data is migrated from 128 active and backlog projects from Excel and basic resource plans have been created for about 1/2 of those.
The IT Teams have all moved away from ServiceNow to Jira and I need to be able to get resource plans from Jira to drive my portfolio planning in SPM.
We no longer have a PMO and no demand managers, intake managers, project managers or resource managers (as in the SPM definition of creating resource plans). We have 5 licenses of SPM available so I am the only one who can update data for projects via minimal project plans of a few lines each and manually input status reports for each project. Same with update resource plans until I can get updates from Jira.
Along the same lines, I need to be able to send out reports to leadership when they do not have licenses.
I'm looking for pathways to success on managing the manual admin tasks and integrating with Jira.
Or if you are in a similar situation where you are dramatically understaffed...love to have an e-beverage with you to toss around ideas.

I'm a big automation guy, but not familiar with Jira... anyway you can have Jira email ServiceNow updates and then using Flow, you can parse, and ingest/update that way? Basically automate the middle man.

If you’re managing both Jira and ServiceNow solo, it makes sense to look for low-effort ways to connect the two. Using email from Jira and parsing it in ServiceNow’s Flow Designer is actually a pretty common workaround—especially when you don’t have deep Jira access or a native connector.
