Stakeholders automatically getting added to Projects when Template is applied

Hi,
In my SPM module in servicenow, when I am using the 'Apply Template' related link in the Project record , all the stakeholders that are in the Register for that partcular Portfolio mentioned in the project are getting added. 
However, this behaviour is only obsereved in the Dev Instance that has been upgraded to Zurich. The Xanadu release doesn't encounter such a problem.

I tried debugging the UI Action but found nothing suspicious. The project template record also only has Project tasks associated to it and this only happens when a template is applied to a project.

Is this possibly caused because of any plugin that got installed or a new feature that might be introduced. 
Can anyone please help me understand this. Any help would be appreciated.

We have the same thing happening after the upgrade to Zurich. Have you received any answers?

We raised a case with ServiceNow for this and got to know that stakeholders not getting added was actually a defect that they have fixed in the Zurich release.
So yeah this is the actual behaviour. However, we had to modify the Script Include and disable auto addition of stakeholders to suit our client's requirements

Just some helpful info: This is generally expected behavior. If a Stakeholder has the Portfolio field populated, then when a Project is created and based on the portfolio, it will auto-populate the stakeholder list with Stakeholders that align with that Portfolio.

What's happening that I believe to be new, is when stakeholders have an 'empty' portfolio field, those are being added to projects when the project portfolio field is also 'empty'.
