Why are goals only allowed one assigned entity?

We are new to SPM/SPW and I'm struggling to understand Goal Framework for SPM and how it works. I've found some good posts and videos that help, but I don't understand why Goals can only be associated with one assigned entity - which appears to be the same thing as a lens.
For example, let's say I have this goal hierarchy:
Strategic Priority = Increase Innovation
Goal = Automate tracking of inmates
Target = Reduce manual tracking by 30%
Initiative = Innovative Service Delivery
I have multiple demand/projects that will have the above values.
The program owner may only want to see the demand/projects using the Project Program lens and the CIO might want to use Strategic Investments and/or Organization.
If I can only select one assigned entity for the goal, can I still see the goal and track it in all three of the example lens scenarios?
What I don't understand is how can I use the goal in all of the lenses if I can only select one assigned entity?
