I see the very same question asked here many times... the requirements are perhaps ambiguously described.
I don't remember anymore, but what you can try is to create the incident as per required, then save the incident, wait a moment and then add and post that comment. Be careful with pasting, it must be just 1:1, no typeo or blank space is allowed...
Another thing is to ignore this incident and create a new one and retry it from scratch.
Alternatively, most of the labs can be completed at 80 % so unless this will be a prerequisite to future steps you can skip it as it's nothing worthy to spend too much efforts.
Good luck and if you happen to find the solution, share it here as this issue is quite common but I don't have access to that lab (SNPI, SNAF, some micro-cert simulator...?)
