This really depends on whether the issue is the lack of a manager, or whether those groups are candidate for archival?
I'm assuming these groups are using for assignment for the following advice. Groups can have different use cases which can/should be handled differently.
- Validate whether the group is currently in use. Are there active tasks assigned? Are those tasks stale?
- Can the assignment group be merged with another for a shared purpose?
- Can a new owner be identified?
- Can the group fall under a parent group and inherit management capabilities?
