Incident Communication Task triggered Office 365 alert - Email sending limit exceeded

Hi,

 

Asking if anyone has experienced this or have fix for this. On a major incident management, the incident communication plan and task. We sent a end user communication to a distribution list (5000+ users).  It sent out multiple alerts  bcc: the distribution list.
