"Last login" and "last login time" blank/ empty

What does it mean when the "last login" and the "last login time" on User table is blank?
Are these users save to be marked as inactive?

@iamkurt These are those users who are part of sys_user table but never logged in on the instance. These can be marked as locked out and in active if there is no possibility of them logging in the future.

never logged in user will have an empty last login time

Hi there,
If there is no issue with these fields on your instance, than these users just haven't logged in yet. If that means you can mark them as active=false, can't tell. Thats really up to you. Or perhaps your users are even provisioned through an integration (which than would also overwrite your manual action).
