Updating Theme UX Style

After a recent clone down, I am unable to edit the UX Style for our default theme.
Receive message stating 'This record is in the sn-themes application and cannot be edited. The installed application 'sn-themes' is private.'
Previously I was able to access the sn-themes application, but now I receive error stating 'Not allowed to switch to this application scope.'.
I am attempting to update Line 1241 "--now-color_brand--primary" which is used to help differentiate from out different instances.

I will suggest to raise a Case with servicenow.
