When I request for a merge (put all certifications from old email to target email) unable to login

When I requested for a merge (put all certifications from old email to target email) I was unable to login after 2 business days on both accounts, is this normal? should I raise another case and where?

Thanks, I have sent an email to web support (web_support@servicenow.com) and got a response same day that it is possible that one or both access will be locked and I need to wait 24-48 hrs.
