Converting from the old Express Instance to the Enterprise Standard

We are on the Express version of ServiceNow, the instance is current with all patching. We want to move to the Standard Enterprise version and are having a lot of issues with moving our current data to the new instance. We have been working with a partner for almost 2 years and are not any further along than when we started. Does anyone know how this can be accomplished? We are on a limited budget, and management wants to bring over all ticket data, including additional comments, and work notes. Management wants to do "Data" refreshes during the project so that the data will be "up to date" when we go live. Any insight would be wonderful

We engaged a 3rd party solution provider two years ago, and engaged our SN rep 9 months ago, and reached our to the suggested SN technical individual 4 months ago and were told that there is no solution provided by SN to perform this type of conversion. So, I'm looking to the community for some guidance. I will log a SN ticket to see about getting the help needed.
