How to disable the Post button under the Work notes

Hi, 
I want to disable the Post button under Work notes. Pleased provide resolutions where the comments or work notes need not be made mandatory

I think it will be technical debt, if you try to remove the Post button. If WN are not mandatory let's keep like this.
