Xanadu Upgrade not Available

I'm attempting to upgrade my production instance to Xanadu but only Washington Patch 10 Hotfix 2 is available. How can I get Xanadu to be available for upgrade? My non-production instance upgraded with no problems...

Late to the game but I had the same issue; Yokohama wasn't available in that view but I was able to select it in the upgrade wizard in the support portal. This allowed me to schedule/upgrade my dev instance for testing.
