Service Catalog Flow Doesnt Run in Portal

My Flow for a ServiceNow Catalog Item I have works in Flow Designer but as soon as I run it from the Service Portal I'm missing out on my approvers and getting auto approvals for my Request because the item is > $1000. I've linked the Catalog item too my Flow. I've commented out the Approval Rules "Catalog Request Default Approval" & Catalog Request Approval > $1000", yet I'm still getting the message in portal that the Request has been auto approved because it is under $1000. My is my flow working when I test it in Flow Designer but not working in Portal?

The reason for this is the OOTB flow on the REQ table, which primarily deals with price parts."
