Not able to Create a new Connection in sys_cs_provider table in Personal Dev Instance

I am trying to create a new "Connection" record in "sys_cs_provider" table in my PDI instance following the create-provider-va-cccif documentation but the "New Custom" button isn't available in the List UI as mentioned in the documentation. Its showing Info message in the UI "To create a new connection, please upgrade to access all features. Contact your Account Executive for more information." The XML import is also not working for this table, it throws error "Skipping record for table sys_cs_provider and id <sys_id of record> - permission denied"
It was working almost a month ago not sure what has changed recently. Has this functionality became a paid functionality in ServiceNow?
