📋 What this article covers
If you're preparing to implement AI Control Tower, ServiceNow provides a comprehensive Implementation Guide on MyNow that covers everything from initial setup to full production deployment. This article explains what's in that guide, who it's for, and what to expect from the implementation journey so you arrive prepared.
What is the AICT Implementation Guide?
The AICT Implementation Guide is the authoritative framework for implementing, configuring, and governing AI assets on ServiceNow. It is designed for the teams responsible for standing up AI Control Tower in an enterprise environment and managing it on an ongoing basis.
The guide covers the full scope of an AICT deployment, from plugin activation and role provisioning through to governance framework configuration, lifecycle management, risk and compliance alignment, and value tracking. It includes the Pre-Launch Checklist, which is the step-by-step task list used to validate a production-ready deployment.
Who it's for
The guide is written for the implementation team, not the end user. The primary audiences are:
- AI Stewards and AI CoE leads — driving governance strategy and overseeing the deployment
- AI Product Owners — responsible for asset onboarding and lifecycle management
- AI Risk and Compliance Managers — configuring regulatory frameworks and risk assessments
- Platform Administrators — handling plugin activation, access control, and technical configuration

The guide is structured around the full implementation lifecycle, from initial stakeholder alignment through to post-go-live validation. Here's a high-level map of what it covers.
Detailed definitions for every AICT persona: AI Steward, AI Product Owner, AI Risk and Compliance Manager, AI CoE Lead, and supporting roles. Includes system role IDs, workspace access by persona, and guidance on structuring your AI CoE for scale.
The required plugin activation sequence (with scope IDs), dependency mapping, access control configuration, and best practices for a scalable, upgradeable implementation. Includes guidance on CMDB health and CSDM alignment as foundational prerequisites.
Covers all five asset types (AI System, AI Model, Dataset, Prompt, MCP Server), intake methods (manual, automated discovery, API-driven), and hyperscaler connector configuration for Amazon Bedrock, Azure AI Foundry, Copilot Studio, and GCP Vertex AI. Includes CMDB relationship mapping and CSDM alignment.
Configuration of the AI Asset Lifecycle playbook across three stages: Assess, Build & Test, and Deploy. Covers out-of-the-box flows for each phase, task customization guidance, and end-to-end lifecycle validation steps.
Configuration of governance frameworks, authority documents, risk statements, and impact assessment templates. Includes the AI Risk and Compliance Content Accelerator with pre-built content for EU AI Act and NIST AI RMF, plus Smart Assessment Engine configuration for automated risk and control mapping.
Setup of AI Case Management for AI-related incidents and compliance inquiries. Configuration of Value and Adoption dashboards to track ROI, productivity, cost avoidance, and risk reduction. Workspace customization for role-based views across the AI Control Tower and AI Risk & Compliance workspaces.
A structured, task-level checklist organized into two deployment levels — Foundational and Full Functionality. Foundational covers the minimum steps to get AICT operational with core governance capabilities. Full Functionality builds on that foundation with governance framework configuration, hyperscaler discovery, case management, value tracking, and pre-go-live validation.
Two deployment levels — start where you are
The Pre-Launch Checklist inside the guide is organized around two levels. You don't need to complete everything before going live: Foundational gets you operational, and Full Functionality expands from there based on your organization's governance maturity.
|
🟢 Foundational Minimum steps to get AICT operational with core governance capabilities.
|
🔵 Full Functionality Complete AICT capability set, built on a working Foundational deployment.
|
💡 Tip: Complete the Foundational level first. A working inventory and validated lifecycle are prerequisites for everything in Full Functionality. Trying to configure governance frameworks or hyperscaler discovery before foundational items are complete is the most common cause of implementation delays.
Before you open the guide
A few things to have in place before you start working through the checklist:
- Identify your core personas. The guide assumes AI Steward, AI Product Owner, AI Risk and Compliance Manager, and Platform Administrator roles are identified before any configuration begins. Roles should be assigned to user groups, not individuals.
- Confirm CMDB and CSDM readiness. AICT stores AI assets as configuration items in the CMDB and maps them upward to business applications via CSDM. If CMDB identification rules don't cover AI CI classes, or if Business Applications aren't defined in CSDM, you'll encounter data quality issues during inventory population. Your platform admin or CMDB team can verify readiness.
- Brief your executive sponsor. The guide recommends confirming an executive sponsor (CIO, CAIO, or CRO) before beginning. Governance programs that lack executive visibility are significantly more likely to stall at the Full Functionality phase when cross-functional buy-in is required.
- Scope your initial inventory. Decide upfront which asset types you'll track in the initial deployment — most organizations start with AI Systems and AI Models, then expand to Datasets and Prompts in a later phase. Define what qualifies as in-scope before you start populating records.
