Assigning Task Level Resources and "Resource Leveling" as in MS Project

Hi. 

Is the only option in Projects to assign project level resource plans?  Can PMs assign resources at the task level without having to create a separate resource plan?  How are others avoiding the double duty?  Can PMs see resources when in their project somewhere and level them like in MS Project, or are all of these not features of SNOW?  (ServiceNow)
