Alert user on survey overdue

Hi,

I have a requirement to create a survey and send notifications when survey is created and completed and haven't responded for 14 days.

I'm done with the survey and created, completed notifications.

Please help me with the last one - where 'assigned to'  haven't responded to the survey for 14 days, user should receive a notification.

Please help me achieve this.
