App Engine Guide setup

Hi,

I'm trying to go through the guided setup for App Engine.  When I try to buy the jira spoke like, it asks for serviceid. I typed the one I got it in the url - 3Dde75178c835b22108095a130ceaad389

It does not recognize my servcieid. So I clicked on getserviceid,

provided all information,

after that I was able to login with 4 apps but nothing to buy the jira spoke.  out of the 4 apps, one is community where I can go to store but same cycle happens.

I'm really stuck here,  can you please provide some suggestions on how to configure/buy spokes in app engine.
